B | 如今，街道推出“七个统一”全流程闭环监督模式：统一代理记账，通过公开招标、出资选聘优质机构；统一专户管理，所有有公共收益的小区必须开设专用账户，实行“一小区一账户、一户一档备案”，从源头杜绝资金“体外循环”。宋扬现场演示了系统流转过程：以朗琴社区梦琴湾小区为例，7月20日，业委会工作人员王端提交了地下室污水井排水泵项目申请，经业委会财务负责人、业委会主任、社区工作人员逐级流转，全过程在系统上清晰展示，最终费用35655元，每一个环节都有迹可循。朗琴社区书记张璐对此深有感触：“以前梦琴湾小区公共收益分散在4个银行账户，管账都是业主兼职。

C | 今年7月注销了所有账户，现在街道统一管，审批步骤全程可追溯。目前一共办结了8笔，涉及资金20万元。”碧桂园小区两届业委会主任许国强服务着一个1800多户的小区。在他看来，这样的做法“比较妥当”：“所有收支凭证都要经业委会初审、社区复核、街道备案，可以有效堵住财务管理的漏洞。”截至今年7月，12个试点小区统一记账服务接入已全部完成，账户余额合计约3950万元，其中8个小区已正式上线“幸福E本账·白杨幸福家”数字系统。

D | 制度之变，感受最深的是居民。多蓝水岸小区一位居民代表王女士告诉记者，前些年小区商铺租金、公共车位等账目不透明。第六届业委会成立后，在社区全程指导和常态化监督下，小区形成规范的资金管理制度。王女士说，现在多蓝水岸小区已完成监控升级、消防设施维修更新、儿童游乐区提升等项目，单元门禁升级和内墙粉刷也在有序推进。账目透明、业委会履职能力提升，业主的满意度自然稳步提高。去年，白杨街道41个存续业委会全部参评“最美业委会”，23个小区获评。其中，连续三年获评的有6家，均可获得街道给予的100万元项目补助资金。东郡社区锦湾小区业委会主任蒋军辉告诉记者，小区获得的100万元项目补助资金已经到位，其中20万元用于楼道环境提升改造，80万元准备用来提升改造消防设施，“钱花在哪里、怎么花，每一步都在系统上留痕，业主看得清清楚楚，自然就支持。”参加评议会的多位人大代表对这一模式给予肯定。来自浙江金融职业学院的钱塘区人大代表叶健表示：“目前来看挺好。建议权责边界进一步厘清——公共收益所有权归业委会，街道负责监督管理，过程中一定要做到信息公开公正。”白杨街道也提出了一个小目标：今年力争将这一模式覆盖到21个小区。
